Do three cars designated for personal use, and not for sale or trade, incur Zakat?

You are not required to pay zakat (definition) on cars if they are for personal use. However, if they are for trade, they must be evaluated along with other trade goods, and zakat is due on all of them once a year has passed. If they are for rent, zakat is due on the remaining rental income after a year has passed, provided it reaches the nisab (definition) (minimum threshold) or is completed with other funds. The zakat rate in all these cases is two and a half percent.
