The answer

The (minimum threshold) for banknotes is the equivalent of 85 grams of pure gold or 595 grams of pure silver. If the money reaches this nisab and a full lunar year passes without it decreasing, then becomes obligatory on it. Considering the lesser of the two nisabs is more cautious and clears one's liability. Zakat becomes due on wealth when it reaches the nisab and a full year has passed, and there is no obligation to pay zakat on anything beyond one's ownership.
