Withholding is a major sin. You must advise your father, who is withholding it, to repent and pay it gently and kindly, and present him with materials on the subject. If he does not respond, do not pay the zakat from his money without his knowledge and permission, because zakat is not valid without intention. Continue to advise him and pray for his guidance.
