Is it permissible for the one who collects and distributes Zakat to take a share from it as an agent for it, and how much may he take? And is it permissible for him to take from it if he is needy and deserving of it, and how much may he take then? And is it permissible for him to combine two capacities in taking, such as being a debtor and an agent for it, or should he suffice with one aspect, and what would be his share if the amount reaches ten thousand?

It is permissible for a collector appointed by the ruler to take from it in his capacity as a collector, and as a poor person or a debtor if he fits that description, because each reason establishes its ruling independently. However, if he is not appointed, he may not take from it as a collector, but only as a poor person or a debtor, and according to his needs, provided that the Zakat is for the general body of the poor.
