Is it permissible to consider the amount deducted from the salary as Zakat for the amount that will reach its Nisab in September 2020?

This act is never permissible. It is obligatory to pay on wealth once a year has passed over the wealth one possesses, provided it reaches the (minimum taxable amount). Zakat must be given to those who are eligible to receive it and transferred to the ownership of the poor. Deducting what is withheld from Zakat is absolutely not sufficient.
