The answer

is obligatory on the output of projects where capital is invested in fixed assets (such as farms and real estate) if it reaches the and a year has passed over it. Whoever does not achieve the nisab from its profits, or whose wealth decreases by spending it before the completion of the year, is not liable for Zakat. As for purely commercial projects, Zakat is obligatory on them if they reach the nisab and a year has passed over them, even if they have not produced anything.
