For to be obligatory, full ownership of the (threshold) is required. If the owner of the wealth is prevented from disposing of it, then there is no zakat on it, because it is like usurped, stolen, or lost property. This applies to money held in a bank that is subject to a hold; there is no zakat due on it, no matter how long it is held. Nevertheless, it is recommended to pay the zakat for one year upon receiving this money.
