The answer

becomes obligatory on money if it reaches the (the equivalent of 85 grams of gold or 595 grams of silver) and one lunar year (hawl) has passed over it, even if portions are deducted from it monthly. If the money falls below the nisab during the hawl, there is no zakat due on it, and a new hawl calculation begins from the moment it reaches the nisab again. This is the view of the majority of scholars, as mentioned by An-Nawawi.
