Is zakat obligatory on newborn sheep that have not completed a year, especially if they do not graze and are fed at high cost, and are these sheep counted towards the nisab if it is not met without them?

The offspring of livestock are added to their mothers for Zakat (definition) purposes. If the offspring, along with their mothers, reach the nisab (definition), Zakat becomes obligatory when the mothers' hawl (one lunar year) is completed. The majority of scholars stipulate, for Zakat to be obligatory on livestock, that they must be sa'imah (grazing for most of the year). Therefore, if sheep reach the nisab with their offspring, and a year has passed over them, and they are sa'imah, Zakat becomes obligatory on them.
