Is zakat obligatory on Syrian goats that are raised, sold for their offspring, and traded, knowing that their upbringing is costly and some do not complete a full year, and are they considered livestock or trade goods?

Zakat (definition) is not obligatory on fodder-fed livestock unless their owner intends them for trade, in which case they become subject to Zakat al-Tijara (Zakat on trade goods). The hawl (zakat year) for trade goods is a continuation of the hawl for the money or goods with which they were purchased, provided that the original amount reached the nisab (definition) (minimum threshold). The hawl does not restart when trade goods are purchased, as long as the original funds had already reached the nisab. So, whoever buys goats for trade with funds that reached the nisab in Ramadan (definition), their hawl for Zakat continues in Ramadan by appraising all the goats and money they own and paying one-quarter of one-tenth (2.5%).
