Is zakat obligatory on the jewelry given to the fiancée if a year has passed and she has not yet worn it, and who pays it?

If the jewelry (al-shabaka) is a gift from the suitor to his fiancée and she takes possession of it, then she owns it, and it becomes her property. Zakat (definition) becomes obligatory on it if it reaches the nisab (definition) (minimum threshold) and a hawl (a lunar year) passes over it. This is according to the view that zakat is obligatory on jewelry, bearing in mind that there is a difference of opinion on the matter and that paying zakat is more prudent.
