There is no connection between the obligation of and the collapse of a house. Zakat is imposed on wealth when it reaches the and a year has passed over it, for its purification and blessing, as Allah Almighty says: {Take, [O, Muhammad], from their wealth a charity by which you purify them and cause them increase} (Quran 9:103). So, if a person's house collapses, and he has saved wealth, Zakat is obligatory upon him if its conditions are met, such as reaching the nisab, even if he is in need of it.
