You must pay on the savings amount (two hundred thousand) if it reaches the and a hawl (one lunar year) has passed over it. You may deduct the value of your debt from the amount, and pay Zakat on the remainder if it does not fall below the nisab, by giving 2.5% of it.
As for a cash inheritance, its hawl begins from the day of the inheritor's death. You should give one-quarter of one-tenth (2.5%) of it after the passage of one hawl, if it reaches the nisab by itself or when combined with other funds you possess.
If the inheritance is real estate, there is no Zakat due on it.
