What is the interpretation of the noble verse: "And in their wealth is a known right for the beggar and the destitute," and does it mean that an employee should allocate a specific and continuous portion of his monthly salary?

The verse mentioned appeared twice: in Surat Adh-Dhariyat and Surat Al-Ma'arij. Both extol the pious who allocate a share of their wealth for those who ask and for the deprived. Qatadah and Muhammad ibn Sirin interpreted it as referring to the obligatory Zakat (definition). A person must spend on themselves and on those whose maintenance is incumbent upon them. If anything remains from the salary, reaches the nisab (definition) (threshold), and a full year passes over it, then Zakat becomes obligatory on it.
