Does the cost of fodder get added to the price of livestock when calculating Zakat, if a year has passed?

If a year has passed on the money that was spent on purchasing fodder, then zakat (definition) is not obligatory except on the remaining money, if it reaches the nisab (definition). There is no requirement for zakat on what was spent before the completion of the year. However, if a year passes on the money before the fodder is purchased, then zakat is obligatory on the entire amount, even if you intend to buy fodder with it. The nisab for banknotes is approximately equivalent to eighty-five grams of gold, and the amount of zakat that must be paid is one-quarter of one-tenth (2.5%).
