It is given to the one who asks for charity on the basis of poverty or destitution, and he is not asked for proof of his poverty, unless he was previously known to be wealthy. One who claims poverty and was not known to be wealthy is believed, and outward adornment is not considered proof of wealth. However, he must be informed that it is . It is forbidden for the wealthy to take charity.
