Is it permissible to give money to a young man who is able to work, yet asks for money, when one does not know the extent of his need, and is the giver sinful, or is it better not to give?

It is given to the one who asks for charity on the basis of poverty or destitution, and he is not asked for proof of his poverty, unless he was previously known to be wealthy. One who claims poverty and was not known to be wealthy is believed, and outward adornment is not considered proof of wealth. However, he must be informed that it is zakat (definition). It is forbidden for the wealthy to take charity.
