Is it permissible to give Zakat al-Mal (money) as donations to Rohingya Muslims, or in the form of Iftar meals for fasters, or by donating to dig a water well in poor villages? And what is the expiation for intentionally breaking a fast day in Ramadan when I was young, for my deceased mother, and for my brother?

Zakat (definition) is to be given to the eight categories mentioned in the Holy Quran. If the Muslims of Burma fall into one of these categories, then it is permissible to give them zakat. It can also be given to trusted organizations that deliver aid to them, provided they are informed that it is zakat. It is not permissible to give zakat in the form of meals for breaking fast (iftar (definition)), because zakat is an act of transference of ownership to the deserving, and not every fasting person is deserving of zakat.
