Is it permissible to return stolen money to the claimant's daughter from Zakat funds, considering the mother to be among those in debt (gharimin)?

If the mother did not squander the entrusted money, she should not be asked to return it, and she is not eligible for zakat (definition) because she is not among the indebted (gharimin). However, if she was negligent with it and it was stolen, she is accountable for it, and if she does not have money, she is considered among the indebted (gharimin), and her husband may give her his zakat to repay the debt.
