Is it permissible to supplicate that Allah return stolen gold and money, and that He seize the thieves?

The affairs of the believer are all good. If he is blessed with prosperity, he thanks Allah, and that is good for him. And if he is afflicted with adversity, he perseveres, and that is good for him. No weariness, illness, sickness, or grief befalls a believer except that Allah expiates his sins thereby. And whoever is afflicted with a calamity and says: "Indeed, we belong to Allah, and indeed to Him we will return. O Allah, reward me in this calamity of mine and compensate me with something better than it," Allah will compensate him with something better than it.
