Is the husband considered an indebted person to whom Zakat can be paid to settle his debt to his wife or for him to spend it on other matters, knowing that he owes his wife twenty thousand dollars, and he used her inheritance to pay installments for a house and in a project that failed, and currently he works abroad and pays part of the debt and covers living expenses?

It is permissible for you to give your Zakat (definition) to your husband if he is in debt and unable to repay it, as long as his debt was not incurred in an act of disobedience. There is no harm in this, even if he owes you money. There is also no objection to him returning it to you as repayment for the debt you are claiming from him, provided that this was not a condition when you gave the Zakat.
