A distinction must be made between al-Qada' (Divine Decree) and al- (Divine Ordainment), and al-Maqdi (the Decreed thing) and al-Muqaddar (the Ordained thing). Al-Qada' and al-Qadar are two of Allah Almighty's attributes and actions, like His knowledge, power, will, and creation. They are uncreated.

As for al-Maqdi and al-Muqaddar, they are among Allah Almighty's creations. The actions of creation are created, and everything other than Allah is created.

As Sheikh al-Islam Ibn Taymiyyah said: "His command and His Qadar, which are His attributes, are uncreated. As for His command which is a decreed Qadar, it is created."
