What is the most accurate opinion regarding the interpretation of Al-Qadaa’ (Divine Decree) as being synonymous with Al-Qadar (Divine Predestination), or the view that Al-Qadaa’ is distinct from Al-Qadar? What is the evidence for this preference? And which precedes the other: Al-Qadaa’ or Al-Qadar?

Some scholars hold that al-Qada' (Divine Decree/Judgment) and al-Qadar (definition) (Divine Pre-ordainment/Destiny) are synonymous, while others see a distinction between them. Some consider al-Qada' to precede al-Qadar, and others hold the reverse. There are also those who believe they have the same meaning when used separately, but each has a distinct meaning when used together. Sheikh Ibn 'Uthaymeen clarified that al-Qadar is the eternal pre-ordainment, and al-Qada' is what Allah decrees, whether it be creation or annihilation. Many scholars do not consider this difference to be of great benefit, and what is important is belief in this great pillar of faith.
