What is the difference between divine decree (qadar) and religious obligation (taklif), and how can they be distinguished?

Qadar (definition) (Divine Decree) is what Allah ordains for His servant, be it good or evil. The servant's duty regarding it is patience, and the servant has no choice in it. As for Taklif (Religious Obligation), it is the imposition of Allah's rulings on the servant, such as prayer and fasting. Its condition is ability, and the servant's duty regarding it is compliance. The servant has power and choice in it, as Allah Almighty says: {Allah does not burden a soul beyond its capacity.} The believer is commanded to be patient and submit in times of affliction, and to seek forgiveness and repent for sins.
