What are Divine Decree (Qada’) and Divine Preordainment (Qadar)? Does it mean Allah’s writing of what the servant will do, then His will and creation of the action, then the servant’s performance of it? And does this conform to the creed of Ahl al-Sunnah wa al-Jama’ah (the People of the Sunnah and the Community)?

The four levels of divine decree are: knowledge, writing, will, and creation. Knowledge is eternal, while writing is a temporal event that occurred fifty thousand years before the creation of the heavens and the earth. As for will and creation, they are inextricably linked to the existence of an act. Qadar (definition) (pre-ordainment) precedes, and qada' (divine decree, execution) follows. Qada' is qadar when it comes into effect.
