What is the difference between Al-Qadaa (the Divine Decree) and Al-Qadar (Divine Predestination), with illustrative examples, and are they subject to change?

Scholars have differed into two groups regarding the distinction between Al-Qada’ (Divine Decree/Judgment) and Al-Qadar (Divine Predetermination):

The first: There is no difference between them. This is the more preponderant opinion due to the lack of clear evidence distinguishing them, the interchangeable use of one for the other, and the absence of any benefit in differentiating.

The second: They differentiated between them. The best of what has been said in this regard is that Al-Qada’ is what has already occurred, and Al-Qadar is what has not yet occurred.
