Is the unavailability of transportation on every road a matter related to religion, work, or provision?

A person does not receive anything, good or bad, except by the decree and preordainment of Allah, and this is one of the pillars of faith. A servant may be deprived of some things he desires due to a sin he committed, as the Prophet, peace and blessings be upon him, said: "Indeed, a servant is deprived of provision because of a sin he commits." Thus, the lack of a riding means may be due to a sin or for another reason, and it is a decree from Allah.
