God's message reaching people occurs in two scenarios:

- If "people" refers to nations and communities, then the messages of prophets and messengers have reached them, so that proof may be established against them. This is in accordance with His, the Almighty's, saying: "Messengers, bringing good tidings and warning, so that mankind would have no argument against Allah after the messengers," and His saying: "And there was no nation but that there had passed within it a warner," and His saying: "And for every people is a guide."

- If "people" refers to individuals, then some of them have not received the message. These individuals have a special ruling. It has been narrated from the Messenger of Allah, peace and blessings be upon him, that four types of people will present their arguments on the Day of Resurrection: the deaf, the foolish, the senile, and those who died during an interval (between prophets). A messenger will then be sent to them, commanding them to enter the Fire. If they were to enter it, it would be cool and peaceful for them.
