How can the Almighty's saying, "And We certainly sent into every nation a messenger," be reconciled with His saying, "And We would not punish until We had sent a messenger"?
Allah Almighty has made it clear that He established proof against His servants by sending messengers and revealing books to all nations. He does not punish anyone until proof has been established against them by sending a messenger to them, as He states: (And We never punish until We have sent a Messenger). However, there may be individuals among these nations who have not received the message of the messengers, either due to their remote location, or because they lived during a period between two messengers, or for some other excuse. These individuals will be tested on the Day of Resurrection; whoever obeys will enter Paradise, and whoever disobeys will enter the Fire.
