Is there a contradiction between the two noble verses: "And there was no nation but that there passed within it a warner" and "And We would not punish until We had sent a messenger"?

The first verse, "And there is no nation but that a warner has passed within it," means that Allah sent to every nation a messenger to warn them and guide them to the truth, so that people would have no argument against Allah.

As for the second verse, "And never would We punish until We had sent a messenger," there is a difference in its interpretation: The majority understood it to refer to worldly punishment, while some understood it to be general, encompassing both this world and the Hereafter, indicating that Allah does not punish anyone, neither in this world nor in the Hereafter, except after the sending of messengers and the establishment of proof against them. These verses are reconciled by the fact that previous nations received warnings, and that the people of the fatrah – those whom the call did not reach – will be treated specially on the Day of Judgment, where they will be tested, based on hadiths such as the hadith (definition) of "four on the Day of Judgment."
