Is Adam considered one of the Messengers of Steadfast Resolve, even though Allah Almighty says: "And We did not find in him steadfast resolve," and is Noah the one intended by the verse?

Previously, it was established that Adam is not among the Prophets of Steadfastness (Ulul Azm), because Allah Almighty said: "And We had already

taken a covenant from Adam before, but he forgot, and We found not in him determination" (Taha: 115). Al-Tabari interpreted the verse to mean that Adam did not have the heart's resolve to fulfill his covenant with Allah, nor to preserve what was entrusted to him.
