Why is circumcision, despite being a permanent alteration to God's creation, considered permissible, while plucking eyebrows—from which hair regrows—is forbidden, given that both involve altering God's creation?

Legislation and prohibition are the sole right of Allah. He has permitted what He has allowed in His Book or through the tongue of His Messenger, peace be upon him. Rejecting the Sharia (definition) on the pretext that man was created in the best of forms is ignorance and misguidance. Circumcision is part of Allah's law and from the fitra (primordial nature), and it is a distinguishing mark for followers of the upright religion. Plucking eyebrows (al-nams) is forbidden, and it is a blameworthy alteration of Allah's creation, unlike alterations permitted by Sharia such as circumcision, shaving pubic hair, and correcting deformities. The prohibition of al-nams is established in the Quran for those who understand it in conjunction with the Sunnah (definition).
