Fatwas No. 50800 and 39081 address the ruling and conditions regarding the use of contraceptives. It should be known that intellectual disability does not necessarily mean giving birth to a disabled child, for Allah is capable of bringing forth the sound from the disabled. As for custody (), it is undertaken by the guardians if the parents are not qualified for it.
