It is not permissible to name a newborn with a name specific to disbelievers, or one that contains a forbidden meaning, or the name of a famous transgressor. As for other foreign names, the default ruling for them is permissibility. However, they are not recommended for an Arab newborn, because they weaken the Arabic language and may fall under the category of imitating non-Arabs, which is prohibited, as the imams and Umar ibn al-Khattab (may Allah be pleased with him) disliked it.
