The signs of puberty mentioned by scholars are the emission of semen by a man or a woman (nocturnal emission). If this occurs, they have reached the age of responsibility and become accountable for the rulings of Islamic law, like adults. This has no relation to marriage. Allah Almighty says: (And when the children among you reach puberty, let them ask permission as those before them asked permission. Thus does Allah make clear to you His verses; and Allah is Knowing and Wise) [An-Nur: 59]. And on the authority of Umm Salamah, Umm Sulaym asked: "O Messenger of Allah, Allah is not ashamed of the truth. Is obligatory for a woman if she has a nocturnal emission?" He said: "Yes, if she sees fluid."
