The question

Is it permissible to let the izar (lower garment) hang loose if one does not intend pridefulness, taking into account the saying of the Messenger of Allah (peace and blessings be upon him): "There are three whom Allah will not look at on the Day of Resurrection," and he mentioned among them "the one who lets his izar hang loose," and what Abu Bakr Al-Siddiq (may Allah be pleased with him) said to the Messenger of Allah (peace and blessings be upon him): "Indeed, my izar hangs loose, O Messenger of Allah," to which he replied, "You are not among those who do so out of pridefulness"?

The answer

The ruling on Isbal (letting one's garment hang below the ankles) has been previously detailed. As for Isbal out of fear of tyrants and oppressors, there is no harm in it if the fear is genuine and not imaginary, for it is a دفع ضرر محقق (prevention of an ascertained harm).
