What is the ruling on shortening a garment to slightly below the ankles?

It is not permissible to let one's garment or lower wrap hang below the ankles, due to the Prophet's (peace and blessings be upon him) saying: "Whatever of the izar (lower garment) is below the ankles is in the Fire."
