For a mother to prevent her daughter from wearing the hijab (definition) at this age, claiming she does not understand its value, is a mistake. Rather, she should take the initiative to dress her in the hijab and teach her about its ruling, merits, and virtues, even if she is younger. The Permanent Committee has issued a fatwa (definition) stating that it is obligatory for a guardian to discipline their minor daughters so that they do not go out except with their awrah covered, out of fear of fitna, and to teach them virtuous morals.
