The answer

There is a difference in the preferred ruling on photographic images among the fatwas on the website due to variations and changes in researchers over time, and this can even occur with a single researcher. This difference is permissible and understandable. It is advisable to avoid photography to avoid controversy.

Printed images on paper differ from cinematic, television, or digital photography. The latter is easier, and some who prohibit photographic imaging have permitted it.

Sheikh Ibn Uthaymeen distinguished between video recording, which is not subject to prohibition, and static photographic imaging on paper, which falls under the five rulings depending on the intention.

The Permanent Committee prohibited photographing living beings with a camera and possessing their images except out of necessity (such as for identity cards and passports). In contrast, television is a device that does not have an inherent ruling; rather, the ruling relates to its usage.
