What is the ruling on a man sitting with a veiled woman in a program that calls to Allah?

If a woman uncovers her face, her sitting with a man entails several prohibitions: each looking at the other, millions looking at the woman, and the woman being in seclusion with non-mahram (definition) men in the photography studio, all of which are forbidden. However, if she covers her face, the matter is not free from the prohibition of seclusion and her looking at the man, and the possibility of temptation through her speech and manner of speaking.
