What is the ruling on looking at women on television, and is it permissible to look at them if they are veiled?

Looking at women on television or elsewhere is forbidden, out of fear of temptation (fitna) and lust, for they often appear immodestly adorned, which increases the temptation. Moreover, a woman's face is considered awrah (private/uncovered part of the body that must be covered) according to the more preponderant opinion, and it is forbidden to look at it.
