What is the ruling on listening to music after the Tarawih prayer?

Singing accompanied by musical instruments other than the duff (tambourine) is forbidden by consensus, as is singing by a woman to non-mahram (definition) men, or if its lyrics contain anything forbidden. As for singing free from these prohibitions, it is permissible, though it is disliked to do it excessively, especially in Ramadan (definition). Listening to forbidden songs remains forbidden, whether for a fasting person or a non-fasting person, and at any time in Ramadan.
