As for publicizing the marriage, it is a religious obligation, based on the Prophet's saying, peace and blessings be upon him: "Announce this marriage." This announcement is sufficient for the validity of the marriage, even if there is no written contract or if the husband is in one country and the announcement is made in another. However, the husband's public declaration of his Islam is not a condition for the validity of the marriage.
