Is the one who cursed required to utter the Two Testimonies if the curse returns to him because the cursed one was not deserving of it?

Scholars have not explicitly stated that it is obligatory for the curser to recite the tashahhud (definition). However, it is unanimously forbidden to curse someone who does not deserve to be cursed, based on the Prophet's (peace be upon him) saying: "Cursing a believer is like killing him," and "Insulting a Muslim is wickedness." Moreover, if a curse ascends to the heavens and then descends to the earth, finding no recipient, it returns to the one who uttered it. Cursing a specific Muslim is forbidden by the consensus of Muslims, and a believer should not be one who frequently curses.
