The answer

Islam has enjoined the development of the earth in two ways: The first is the development of religion and revelation, which is the greatest purpose behind the creation of jinn and humans—to worship Allah. This is the objective of His saying, "And I did not create the jinn and mankind except to worship Me" [Adh-Dhariyat: 56], and His saying, "that He might test you—which of you is best in deed" [Hud: 7]. The second type is the development of construction and عمران (urbanization), as in the words of Salih to his people, "He produced you from the earth and settled you in it" [Hud: 61], meaning He made you developers to develop it and utilize it. Islamic civilization has had a significant share in architectural art.
