Is it permissible to use numbers from which the contestant chooses a question, and to conceal the "joker" that allows winning points or multiplying losses without a question, in cultural competitions held in the mosque?

There is no objection to this type of competition. However, efforts should be made to raise the morale of the losing students if a change in their psychological state is observed, while focusing on encouraging them to memorize the Quran and whatever is easy to memorize from abridged books of Sunnah (definition), Fiqh, and Arabic language.
