What is the most preponderant of the scholars' opinions on the ruling regarding the collective recitation of the Holy Quran with the intention of learning and solidifying memorization, knowing that Imam Malik, Al-Albani, Taqi Al-Hilali, and Al-Fawzan have issued fatwas against its permissibility?

Scholars have differed concerning the ruling on reciting the Qur’an in congregation in one voice. However, it is permissible if it is for the purpose of learning and solidifying memorization, and provided that it does not violate the correctness of recitation and its etiquette. This was the fatwa (definition) issued by Ibn Baz, Ibn Uthaymeen, and Salih Al-Fawzan, who specifically permitted it for teaching children or students, or for aiding memorization, on condition that it does not cause disturbance.
