What is the ruling of Islamic law regarding the writing of a translation of the Holy Quran that is devoid of the Arabic text, includes a biography of the translator, and alters the names of some surahs, and what should be done about this?

It is permissible to translate the meanings of the Holy Quran into English or other languages if it is known that the translating body is trustworthy. The names of the surahs of the Quran are divinely ordained and should not be changed through ijtihad (definition). However, an error in the name of a surah (definition) (such as adding "al-" (the definite article)) does not prevent benefiting from the book if it does not contain fundamental errors that distort the meanings.
