Is it permissible to publish a file containing the Holy Quran, its interpretation, and the Sheikh's emotional recitation of it, for non-Muslims, or is that considered a dishonor to the Book of Allah?

There is no objection to publishing files containing the Quran and exegesis for non-Muslims; in fact, it may be commendable in the hope that they will be influenced by it. This is especially true since discs and similar media do not take the ruling of a Mushaf (definition) if they contain only the Quran, and they are even more permissible if they include both the Quran and exegesis. However, if there is a fear that non-Muslims might disrespect it or not benefit from it, then it is not permissible to publish it.
