What is the ruling on money acquired from registering people's data without their knowledge—especially non-Muslims—to obtain a commission, and what should be done with the remaining part of this money or what was purchased with it?

There is no doubt about the impermissibility of your registering with people's data without their knowledge, and what resulted from that, such as their being fined and your taking profit, because it involves committing an injustice against them and consuming wealth unlawfully. Ibn Qudamah prohibited treachery and perfidy in a land of disbelief for someone who entered it with a guarantee of safety. You must return the money to its owners. If you are unable to do so, then donate it on their behalf. As for what you spent on the price of the land, you must compensate for it, and you are permitted to benefit from the land.
