Is the intention behind "one judge in Paradise and two in Hellfire" referring to the Sharia judges in courts, or does the Hadith include everyone entrusted with arbitrating between people, such as a traffic policeman or a teacher?

The Hadith (definition): "Judges are three..." is authentic. A judge is one who arbitrates between two or more parties, and whose ruling is binding. Sharia (definition) judges are included in this Hadith and are one of the three categories mentioned therein. As for judges in man-made courts that do not rule by the Law of Allah, their work is unlawful, and they are in disobedience. Police officers and teachers are not judges in the conventional Sharia sense, but they are entitled to arbitrate in traffic cases or disputes between students. They are rewarded if they intend justice and sin if they are unjust.
